The Republic was rapidly developing construction of production facilities and housing for workers and refugees. It took a great scale of materials and even greater scale of labour force.

In 1942 the first plant manufacturing superior anhydride high alumina cement was established. This cement was used to build fortifications and other military constructions. It was also found that a so-called Hen’s Mountain in Ufa suburbs had large deposits of gypsum stone that got to be explored to produce high-strength gypsum.

During the war state and cooperated enterprises and organizations approached 378 thousand square meters for construction. This figure is 89 thousand bigger than previously in peaceful 1938-1940.
